"At the start of the Command Phase, you may discard this card to discard all your command dials."

What I am taking away from this is you can use the Support Officer card to eliminate all this ships command dials. Then reset them all during the command phase.

Is this what you think this card actions are?

Yes.

Yup, he'll destroy the entire stack of command dials for the ship he's on at the start of the round, and you'll then set a full stack for that ship. A great way to take a high-command ship that has been caught out by bad dice rolls or surprise manoeuvres and get it back into the fight (or out of the fight, if needed!) without needing to go through several turns of dials you no longer want.

Would it not have been less ambigious with this phrase:

"At the start of the Command Phase, you may discard this card to change any or all of your command dials."

After all that is what you really do in practice.

Well, it goes hand-in-hand with the Command Phase Rule itself, which says:

"Assign a number of Command Dials up to the Command Value of the Ship."

The Command Phase doesn't tell you to just do one. It tells you to do all you need to.

So the support officer is actually being un-ambiguous by having you discard them all. Its just that we, as humans, shortcut the actual rule in our heads for subsequent turns, when really, we're just following the same rule as the first turn, only that its only going to be one... But of course, there is scope in the future for making an opponent discard a face-down dial...

Because you Reset them all.
