The real question is who will bother flying any TIE Advil prototype pilot other than the inquisitor in the first place? Any 2 hull ship is nearly worthless nowadays anyhow.
I would rather say that it's the 2 attacks turning people off, while the inquisitor at least has 3 on any range.
After all A-Wings are also flown and pretty resilient, their biggest problem being the 2 attack.

Are Proton Bombs and/or Advanced Homing Missiles all that common anywhere? Can't say I've really seen many in my local meta or on Vassal.
I have, however, seen a number of effectively used generic Phantoms and A-Wings. And both Rebels and Scum both regularly field their Z-95s. If you were to instead say "Any two hull ship that's a Scyk or an E-Wing not called Corran Horn is nearly worthless", I might be inclined to agree. I'd also then point out that E'Tahn Abaht is a fantastic, yet overlooked, pilot, even the generic E-Wings are now high agility ships that can take the anti-TLT ruiner of worlds called "Sensor Jammer", and that more than a few clever players have even found uses for Scyks.
Agreed, Scyks and (generic) E-Wings are still near the "bottom of the barrel" when it comes to ships. But even they can be utilized effectively. Rest of the 2-hull ships, including the TIE Inq's apparent counterpart the A-Wing, can be downright terrifying when they're flown well. Zs are excellent swarmers, and the Phantom still has an unmatched 4 native attack.
Fun fact: I am actually going to give a Blackmoon Squadron Pilot a whirl soon. Initial tests have been... exciting.
I'll agree that some of the 2 hull ships have good abilities. I actually really like Etahn Abaht a ton, and use him more often than Horn. However, since Wave 7, I just can't in good concience dump a fair amount of points into a 2 hull ship. Even if I happen not to fly against someone with Adv Homing or Proton Bombs... just knowing that there are multiple cards out there that can 1-shot them, really makes me sad.

I'll agree that some of the 2 hull ships have good abilities. I actually really like Etahn Abaht a ton, and use him more often than Horn.
