On the Arise My Friends quest, under Rewards, it says "If Tristayne Olliven performed the ritual of resurrection during this quest, the overlord may choose up to 3 Corrupt Citizen cards that have been returned to the game box. He reveals those cards and returns them to his play area."
Does this mean the the OL can only pick Citizens that he already had and lost, or only Citizens the he did or could of have, or is it any 3 Citizens?
