My FLGS is going to be running a 40 point small ship only league.
Here's my ideas:
Rebels:
- Jake, Corran, Poe, Luke, or Miranda
- Autothruster Greens - they need a 1 pt EPT
Imperials
- Vader, Fel, Whisper, or Juno
Scum:
What do you think? Is it better to make some sort of inevitable and beastly ace pilot, or go for numbers?
I think Poe will likely be the toughest contender in a league like this. 31 points to start, he can get Autothrusters, Weapons Guidance, and either PTL+BB8 or Lone Wolf+R5-P9 at 40, and both of those combinations make him terrible to face

That was my thinking too - although Weapon's guidance doesn't seem ideal on Poe.
Agreed, Poe will be the monster of the league. I would take the LW + R5-P9 approach.
I would add Guri with Lonewolf, Sensor Jammer and Autothrusters to the list of Scum.
Weapons Guidance works on Poe in a weird way. Let's say you use a Focus action and you roll hit, eye, blank. Poe can use his ability to convert the single eye into a hit, keeping the Focua token, and then use the Focus token with Weapons Guidance to convert the blank to a hit. It won't be saved for R5-P9, but as a two point filler it's solid, and IMO more action economical than Flechette Torpedoes. Then again, in a 40 point small ship league only a few ships have the hull to ignore the stress of the Flechette Torpedoes.

Nice! Hadn't thought of it like that. And you're right, Flechette Torpedoes get's everything apart from Y-wings, Bombers, Punishers and...?
But I think, after your explanation, Weapons Guidance might be better than the torpedoes. Because it's the same attack value as Poe's attack anyhow, and despite gaining the stress on the attack, Poe has to spend an action on TL, rather than focus. Unless he TL on a previous turn.

This last one is surprising me a bit: Free re-roll when stressed, defensive focus, C3P0, and Sensor Jammer with 8 health in a metagame with only 1-2 ships is surprisingly good.
5/8 evade with Focus
+ 5/8 evade from C3P0
+15/64 evade from the Re-roll (5/8 chance if you roll a 3/8 chance of a Miss)
= Expected single-target mitigation of just shy of 1.5 evades a round (1 and 31/64, to be exact).
Add to that the Sensor Jammer, which adds a full Evade if they don't want to use an offensive Focus.
...Actually, lets examine that further; Is C3P0 and a Focus adding more than a Jan Ors Evade token here?
Evade Token's total is 1 + 39/64, an improvement of 1/16 evade.
However, this loses the offensive flexibility of the Focus Token, which is good if you're shooting last, as Ibtisam will tend to do if my other recommendations are anything to go by, as there's the 57/64 chance that your defensive focus won't be spent.
Still, Jan also costs 1 point less than 3p0, and is more defensive by 1/16 of an evade.
Hell, we can also look at Elusiveness rather than PTL, to add another .5 evade in the Sensor Jammer arena (and .25 when they do use their Focus offensively).
The two combine for a much tankier Ibtisam with very little offensive potential (as she won't be stressed during her attack, and will have spent her actions defensively), but a strong defense and only 38 points... which is enough for a Flechette Cannon.
If they're too stressed to perform actions, you get a whopping 3+7/64 expected damage mitigation out of Ibti+SJ+Elu+JanEvd. On 8 health.
If they're not, you'd still get 1+39/64 (more than 1.5) out of it, and force them to take and use an offensive focus, so their own defenses will be easily hacked to bits.
Hmm... Maybe Tactician works better than either 3p0 or Ors here, to ensure that their action economy is shot. Drops your mitigation down to 55/64 with an additional 1.5 out of Sensor and Elusiveness, but keeps your damage up and helps enable the Sensor and Elusiveness as well.

This guy won't move last or fire first, but do not underestimate a full 360' arc in a head to head dogfight. He can outfly 3 ship mini swarms, and in a 1v1 fight, do not underestimate the power of stealing focus and evade tokens. Many ships are defenseless without them, all while you reroll blanks and have near infinite focus tokens to spend on your own green dice. If the fight is close, maybe even get lucky with the Dead Man's Switch for a tie, although that one can be exchanged for Glitterstim if you prefer. I just think the switch is funnier. Heck, even Hotshot Blaster is fine, since it's like firing your weapon once without spending the focus token.

Vader + VI is not worth the upgrade slot, as it only puts you ahead of the folks who were already 9 or 10 (with VI). Lone Wolf, on the other hand, gives him great offense and defense adjustments, leaving you in a great position to deal and dodge.
I prefer Vader with Stealth to Engine, but that's a personal taste issue, and Turrets won't be as much of an issue in this version.
Palob Godalhi will screw over incoming Focus modifications, so a clever offensively-minded opponent will go for Target Locks instead.
Expert Handling breaks that, and provides great options for mobility for the otherwise immobile ship.
You also want to kill the Dead-Man's Switch: If Palob's your ONLY ship, DM's S will only go off in the event that you have lost the game. Glitterstim is better here, to conserve Focus Tokens as your Moldy Crow reserve dies down.

If it's a 40pt small ship tourney, lots of people are going to play high PS Aces. PS9 doesn't guarentee squat, except you losing initiative to to PS10 pilots and possibly other PS9s. PS11 with engine upgrade, barrel roll, and two actions ensures that if you don't like the engagement, you can keep circling until you get arc and they don't. That said, I do think that Lone Wolf is a very strong EPT on Vader, it's just not really the point of this build. Stealth Device over EU is fine, if you intend to joust rather than flank. This is intended as an outflanking build.
Expert Handling on Palob can't break target locks if your opponent acted after you, which they probably did. Also, it's not wildly necessary if you have Engine Upgrade. Also, Lone Wolf is a crazy good EPT on ships where you always have extra focus to spend on defense, it's very good on Palob, and frees up your actions for Recon Specialist Focusing and EU usage, whereas Expert Handling will just stress you. The point of the switch was that if you get blown up, it has the potential to turn the loss into a tie. It's mostly just cute. Glitterstim is a perfectly viable alternative, as noted in my original post.
