In the description of the battlefield phase on page 12, there is an action window between step 1 (declare target) and step 2 (declare attackers). The turn sequence on page 14 clumps steps 1 and 2 with no action window and then puts an action window between them and step 3 (declare defenders).

I'm assuming the detail on page 12 is correct and page 14 is in error.

f you look at page 12 more closely you will see you get an opportunity to take actions between each step... and yes Page 14 is the one in error.
