It a limited, over-costed version of Tarkin. CR90+ Raymus+Tantive=49-54 points. And you probably have to activate this combo last in the round, to get tokens for next round, otherwise you're going to get hammered in your activation efficiency. It also puts the ship in a weird quandary. Do you keep it where it can actually shoot, and contribute as many of its points value to the fight, but is at risk of getting killed and then losing your action flexibility, or do you put it in the back, generating tokens all game long, but you end up "wasting" points since you're not getting to use any of those attack dice you paid for.
I personally think its TOO expensive for what you get, but then i haven't played much Rebels myself, so I don't have the best mental picture of how useful it would be in Rebel lists..

That's my assessment as well.
The combo COULD be useful in some Rebel fleets, but not very many.
