Hey all, last night I ran into the situation where our last ships killed each other because of simultaneous actions. In the old rules, The person with Initiative won, but in the new rules, they don't address it. Did I miss something? Or is it somewhere else?
Does the new ruleset allow Draws?
It's a draw in a casual game or a swiss round, but if you're in an elimination round where a winner needs to be decided, the player with initiative still wins. The supporting sentence can be round in the elimination section of the tournament rules.
If a game ends in a draw during elimination rounds, the winner is the player with initiative

Are you sure about there being a winner? The situation you describe is a DRAW during non-elimination play and always has been. The ONLY time the person with initiative is declared the Winner is when one player MUST win the game while the other goes home.

In the old rules on pg. 13 under Winning the Game, the second paragraph says "in the unlikely event where each players final ships are destroyed at the same time , the person with initiative is declared he winner" or something to that effect. In the new rules theres nothing in there.
I figure the tournament rules would have something, but I was just wondering for casual.
The current casual rules do not address the issue. Obviously there is no winner. But there is no rule which calls it a draw.

The new Rules Reference says that both players losing all their ships is now an actual draw. (p. 20) (In the single-elimination final rounds of tournaments, it's still treated as a win for the player with Initiative, because finals brackets don't work right unless there's always exactly one winner.)
Also note that the new (full) rules say you always play to the end of the turn, so it's possible now for both players to lose their last ships non-simultaneously -- like, one flies off the board at PS 2, then the other blows up on an asteroid at PS 6.
