Some of the talents in Shield of Humanity require either Mechanicus Implants or an implanted potentia coil - but I don't know the sourcebook/reference for the standalone potentia coil implant. Was it ever parceled out individually in something like DH?

Yes, it is a part of "Mechanicus Implants" Trait, but the question was about a "standalone potentia coil implant".
In that case it isn't available. You either have it as part of the trait or you don't.
It's said that Lathe Worlds characters potentia coil "is spesifically enhanced to meet the high energy needs of intagrated weapons". In addition to the Mechanicus Implants. But the stats remain the same .
