Debris Cloud FAQ vs. Core 2

In the Core 2 rule book you do your action before rolling for damage from a Debris Cloud. But the FAQ 3.2 entry on Debris Cloud has kept the same wording since FAQ 3.1.1. Seems like an oversight to me. It seems like the Core 2 rule is what should be in force and the Debris Cloud FAQ entry be deleted or reworded. But I could be wrong.

Generally true. But at least for Tycho Celchu it could matter. According to the Core 2 rule he would get a stress and get his action, even if he ended up drawing Damaged Sensor Array because damage is rolled after the Perform action step. And Captain Yorr taking the stress would be another instance. Off the top of my head I can't think of other times when the timing of rolling for damage would matter. But for some reason they added the timing of when to roll for damage from a Debris Cloud in Core 2.

You receive the stress before the Perform Action step. This means that you have a stress going into the "Perform Action" step, and therefore cannot perform actions during the "Perform Action" step, unless you don't care about stress like Tycho. Nothing has changed.

Check Pilot Stress step has always happened before Perform Action step. The wording from the FAQ says:

Moving into and Through Debris Clouds

When a ship executes a maneuver in which either the maneuver template or
the ship’s base physically overlaps a debris cloud token, follow these steps:
1. Execute the maneuver as normal, but assign a stress token to that ship
after the “Check Pilot Stress” step.
2. The player rolls one attack die. On a <CRIT> result, the ship suffers 1 critical
damage.

Both of these entries refer to the same timing, just worded differently. Receiving the stress token before the "Perform Action" step is essentially identical to receiving the stress token after the "Check Pilot Stress" step. It's like arguing that saying that 1 comes before 2 is different from saying that 1 comes after 0, but 1 is still 1. In this case you are still always going to have the stress before you enter the Perform Action step, so you can't perform actions.

My question is not when you receive the Stress Token, but when the roll for damage occurs. And yes as as already been discussed above stress precludes actions with some exceptions: Celchu or Yorr (There may be others but I can't think of any). It is those exceptions where the timing might matter.

I think what daveddo is trying to say is, because the FAQ doesn't specify when the Perform Action step takes place, these two wordings aren't mutually exclusive.

So the FAQ says:

If the FAQ specifically put the Perform Action step as #3, then there would be a conflict. But it just doesn't address it at all; probably because they didn't think of the outside cases where a ship can still perform an action after getting a stress token.

It's sloppy, but a general rule of statutory construction is if you can interpret a rule in way that salvages it, you should interpret it that way.
