Its considered ship, to my knowledge. Not like the y-wing rebel and y-wing scum, which is still all just a y-wing. They have different names and different dials, so id expect in a tourney you would have to use the right one. You can always ask your opponent and I'd doubt they would care. Custome paint jobs are absolutely legal.
In casual play, you could do what you like really.
But in a tournament, you need the correct model, dial and everything else.
Paint jobs are fine, but the T-70 is a totally diff model to the normal x-wing (that Wedge is used for), not just a paint job.
I know the T-70 has different pilots and a different dial, but I thought the model itself was just a repainted T-65.
I'm even more excited if it's an entirely new model though, and I'd understand why that would be prohibited.
There is some difference in the design.
For one the wings is split Down the center, in a front - back split.
Aand the engien design is also different.
the old engine is round the new has a D shape.

Repaint? Yes. From the tournament rules: "Players may paint their ship models. They cannot modify the size and shape of a ship model in any way."
Wedge on the new ship? No. The T-65 x-wing and T-70 x-wing are not the same ship as seen in the picture above. The pilot card, ship base, and ship model all need to match.
I thing you misunderstood OP.
He wanted to use Wedge rulings, t65 dials and stats just a new model.
While technically it is agains the rules i cant see how anyone would oppose it even on tournament. Just have spare t65 in case you play agains some rules nazi:D

1. Unfortunately you can't use another model - but it's also thing that is making this game good looking, I'm not a big fan of proxies especially in low number of models on battlefield games.
2. Paintjob is great way of making your ships unique, it's also giving you +20 to Respect on tournaments and it doesn't collide with rules. Do it if you manage to improve your model, not destroy it. ![]()
