Here are a couple of skirmish lists that have seen minor success during my short time playing competitively. Wht are your thoughts? What's an ideal command card deck? Should I make any changes?

#2 is a really strong list. I've found Rule by Fear to be a really, really good card and well worth the 1 point.

I am currently running a very similar list:

Vader

Elite Storm Troopers x2

Imperial Officer x2

I find it very competitive, but have a difficult time vs. your list, a big part of that issue being the command card advantage rule by fear grants.
