You still get the bonus of the focus changing "eyes" to hits and then you a target lock, can you immediately use the target lock?

I'd say you are right on both.

That is yes, you can use the TL imediatley, and yes, you are right that you can not get the regular effect of the focus if you spend it to activate an other effect.

In the Agromech example, you can use the target lock immediately, but not fast enough to reroll blanks into eyes that then get upgraded by the focus you spent already.

It would appear so. The Focus token can be spent during the "Attacker modifies dice" part of the attack, so it should still qualify as "When attacking...".

I've mostly considered it to be used with a Blaster Turret, to get the TL right after declaring the BT to be used. This should combine well with Calculation, if you had multiple Focus tokens... spend one to change one eye to a <Kaboom>, get your TL, reroll the pesky blanks, then spend another focus to change the Eyes to <Boom> results.

Nifty.
