If a ship drops a Conner net as an action and a ship moves across it on activation, does the ship that moved across the net get an action and or attack?

The answer is on the conner net card
Action: Discard this card to drop 1 Conner net token. When a ship's base or maneuver template overlaps this token, this token detonates. When this bomb token detonates, the ship that moved through or overlapped this token suffers 1 damage, receives 2 ion tokens, and skips its "Perform Action" step. Then discard this token.

Think nothing of it - there seems to be an in-built tendency in all of us to assume things are much more complicated than they really are - for the most part in X-Wing it's as simple as reading the card carefully

Nah, I forget card text all the time, bombs are worse because the effects are listed on a separate rules card (and in the new rule book and the FAQ).

LOL, just don't ask if you drop it directly on a target that hasn't activated. I'm still a bit fuzzy on that myself (more like my head is spinning after reading the ruling)
