Does FA Starter rulebook override 2012 Starter?

The new rulebook is now the only version available from download on the FFG X-Wing Product page... so I'd say yep.

So how do we download the new damage deck?

If you bought the new Core Set, you already have one. If you bought two or more Core Sets, for a little while it would be nice to lend one to your opponent.

If you didn't buy the new Core Set, the original damage deck is still completely legal for you to use. So there's no problem.

Wait, how will this work? Can you chose which one you bring to a tournament? Given the fact, that the old deck is (for the most part) a lot less punishing (minor explosion, upgrade specific crits that might not do anything) why would you ever bring the new one?

Enemy ships at range 1 of Biggs are not valid targets for any weapon...

Correct. If the attacker has ANY weapon they can target Biggs with.

No one knows the rules for tournaments for the new deck yet ,except ffg. Be patient. Most likely it will eventually be the default deck for tournaments.

For both of these "Check Pilot Stress" step is now nested inside of "Execute Maneuver". By the time that either Dauntless's or Night Beasts's effects trigger you are already past "Check Pilot Stress".

Can someone please point section of the rules or FAQ where this has been stated, the only reference I can find would tend to make me believe that Dark curse still cant be targeted by Blater turret:

This sentence seems to be sequenced in a way that you pay after the target is chosen.

You pay the cost after the target is chosen, but the target does not become the defender until after the cost is paid. DCs ability says "if he is the defender..."

Someone pointed it out to me in my "rules are changed" thread.

Regarding the damage deck: I know that FFG has been reluctant to re-release old expansions with new cardboard in them, but I really do sincerely hope they do a 2.0 version of the original starter box - because while selling TIE Advanceds without the X1 title is brazen, selling what promises to be an eventually obsolete damage deck is just downright dirty.

If what I've heard about the new deck in tournament play is correct then it would make sense to stop shipping the original damage deck. Someone posted what they claimed were statements from Alex Davy that said the old deck would probably be phased out by 2016 and that it was likely that participants at Worlds would be given one of the new decks when they checked-in so that Worlds could be played with the new damage decks. I can't vouch for the authenticity of the information and everything was phrased in such a way that it seemed like FFG had a plan but that it might not be set in stone.
