The Wookie also says charric shots can't be reflected by lightsabers yet still impart a physical impact against the blade when the shot makes contact, a bit paradoxical and perhaps oxymoronic. I'd ignore that and would rule that charric bolts function as blaster bolts do.
It should be ignored, as this system allows Reflect to work against pretty much all ranged attacks--even grenades (although not to the Blast effect itself). However, it is possible that the weapon's discharge cannot be returned towards the shooter with Reflect (Improved) as that is almost exclusively something that applies to blasters.
I would argue, based on Chiss's hatred for Jedi as a culture, that they intentionally designed this to deal with lightsabers, therefore a 3 critical hit would allow the saber to be dropped.
I would dispute that argument for two reasons.
First and primarily, a Triumph as well as 3 Advantage already allows the attacker the option to disarm their target, therefore you wouldn't need to add anything mechanical to a weapon to disarm a Lightsaber wielding opponent.
Second and a bit weaker than the first argument, I consider my knowledge on Star Wars pretty extensive but never have I come across the Chiss (as a culture or a government) having an opinion on the Jedi before the Clone Wars. The large presence of the Chiss in SWTOR is pretty anachronistic since they were certainly added to the game for the cool factor without any consideration to what had been established in lore (you know, the things that made them cool).
But! (There always a "but!") If you really want to play a charric that way, consider 2 Advantage to disarm any Melee or Lightsaber wielding foe.
