Raider mission #13 squad points, I must be missing something?

Can someone clarify the allowed squad point totals when setting up Mission 13: pursuit?

Its seems implied that the Imperial player must use the Raider and is allowed 100 squad points and 25 points for upgrades.

The instructions further describe the Imperial player places the Raider within Range 1 of the Imperial edge and each of his small ships within Range 2 of the Imperial edge.

Doesn't the raider itself already cost 100 squad points just for the fore and aft section? So how do you get 25 points of upgrades or any small ships if your point allotment is already used on just having the Raider?

Are the Huge ships and their instructed amount of upgrade points free in the scenarios and then you get an additional 100 squad points for the imperial and an additional 125 for the rebel player (in this scenario)?

I don't have the actual Raider mission book, so I am relying on internet information (http://xwing-miniatures.wikia.com/wiki/Mission_13:_Pursuit) for this mission description, What am I missing?

What they are saying is:

You get the Raider for free!

You get 25 points that must be upgrade cards assigned to the Raider.

You get 100 points that are to be spent on small ships and small ship upgrades.

No Decimator, Firespray or shuttle.

Similarly for the Rebel player:

They get the CR90 Free.

They spend up to 25 points upgrading the CR90 only.

They spend up to 125 points on ships and upgrades that are not related to the CR90.

They must have 2 unique pilots among their small and large ships.

Let me know if that helps clear it up.
