Wave 7 is generally available now. Where is the official release article? Is it tournament legal without the release article?

It is listed as in stores now on the upcoming page. That should make it legal.

I think we are allowing Wave 7 in our local meta, but it's strange that FFG hasn't acknowledged the release.

More likely tomorrow the third. All announcements on the YouTube feed are happening on the third (local time).
