So, all enemy ships at range 1 of ANY of your ships do not add 1 attack dice for 1 range, regardless of whom they attack.

Range is allways measure from the ship the ability/card with the text is on unless specificaly stated. There are many cards that have this implyed "from you" after range.

Jan Ors pilot f.ex. "Whan an other friendly ship at range 1-3 is attacking". Would you claim you can meassure range 3 from anything because the card doesn't say "from you"?

Only half right - as smuggler pointed out the enemy ship(s) needs to be at R1 of Strom - but Strom's ability will stop the attacker(s) from adding a range combat bonus regardless of who they are attacking ( IOW Strom does not have to be the target of the attack)

And until the card is officially released, consider them all to have "Pending Final Rules Approval" written on them

Same with pretty much every Range Limited upgrade in the game since Wave 1.
