Is possible to deploy my ships at speed 0?

Is interesting for objectives like "superior positions" if you need defense your fleet.

And can I change the speed later, before I move?

If your first Command Dial is a Maneuver command you can slow from speed 1 to speed 0 and therefore not move at the start of the game. However, keep in mind that a ship at speed zero cannot use defense tokens.
