When the Rebel players get to Upgrade it starts with drawing 6 item cards of the appropriate level based on how far into the campaign we are.

When the Imperial player goes to look for more Agendas to buy, I believe you draw the top 4 cards.

In both instances, I have not seen where it says whether shuffling is required before or afterwards or if the remaining cards are placed back on the deck in the order they were in.

Do I shuffle the cards around before drawing the 6 item cards?

Do I shuffle the Agendas before I draw them? After I draw them?

On pages 14 and 21 of the RRG it says to shuffle the Agenda and Item decks respectively before drawing.
