Why Concussion Missiles, with the shuttle I will be able to give out target Lock and a focus. Which if your dice roll average, that will be 1 blank, 1 focus, and 2 hits. The concussion turns the i blank to a hit, I'll spend the focus to a hit. Which will be 4 hits. Not really dice dependent.

I found out the hard way but conc with focus only hits 4 hits about 75% of the time. Try it yourself.

Just note

That just means you aren't sacrificing enough goats.

There's another build that I'd like to try. Let's take the standard 5x Scimitar Squadron but instead of loading them with Seismic Charges and Extra Munitions, load them with Proximity Mines and 2 can take the Extra Munitions. The standard bomb strategy has proven to be a good one, but you have to be able to effectively predict where your opponent will move and hope that they can't boost or barrel roll out of the way at the last second. So at the end of the previous Combat Phase, note where they are, then fly right past them at the beginning of the next Activation phase (most likely you'll move first with all ships at a PS of 2), and immediately drop a mine on them. It is a risk since they may roll 2 or 3 blanks, but it also has its rewards if the roll is good with 2 or 3 hits (and possibly destroy them if they're small ships). And if they're ships are cluttered together, you can do some serious damage to multiple targets before they have a chance to split up.

4 Bombers and loads of fun. All fire their ordnance at range 2-3, enabling you easier target lock establishment.

If you wish you can change some concussion missiles for clusters if you like that variety more :-)

Another option is to ditch the two seismic charges and give all four bombers Mk2 Ion Engines for more greens :-)
