4x4 isn't quite as common as you might think. And it's expensive or difficult to get what you need for the list. Plus wave two just came out which will shake things up. Troopers looking strong already. And Boba Fett gives Mercs a centre piece unit.
4x4 is obnoxiously expensive to field (without borrowing from people.)
And with a new rules change for passing activations and the fact that we're only just getting started with expansions, I don't think it's much to worry about.
With the newest FAQ (Passing-Rule), 4x4 is not as overpowered as it was. The Meta is changing right now ....
Imperial Officers are still very good though, for the points you pay
