Swarm Tactics apply with Roark Garnet ability?

Newer player here, playing around with the new prospects of TLT.

Here's the list:

Rebel Operative (25) x 2
HWK-290 (16), Twin Laser Turret (6), Recon Specialist (3)

Roark Garnet (28)
HWK-290 (19), Twin Laser Turret (6), Recon Specialist (3)

Green Squadron Pilot (21)
A-Wing (19), Swarm Tactics (2)

My question lies in Roark Garnet's ability "At the start of the combat phase choose 1 other friendly ship at Range 1-3. Until the end of the phase, treat that pilot's pilot skill value as 12."

Could I apply this ability to the Green Squadron Pilot, and then use Swarm Tactics to also boost a Rebel Operative's PS to 12?

"Until the end of the phase" has me a little confused.

"Until the end of the phase" refers to the Combat phase, and because you have two cards triggering at the start of the Combat phase, you get to choose the order they resolve. So you could indeed use Roark to boost the Green Sqn PS, and then Swarm Tactics to boost the Rebel Operative. At the end of the Combat phase, they all revert back to normal.

The key word to me is treat. Is that the same as 'is'. "At the start of the combat phase choose 1 other friendly ship at Range 1-3. Until the end of the phase, that pilot's pilot skill value is 12." Maybe a silly distinction, but I dont know.

Yes. Think of it this way: when you're instructed to "...treat that ship's pilot skill value as 12," and later on in the same phase you do something as if the target ship still had a pilot skill other than 12, you're not obeying the rules of Roark's ability.
