1. Compelled by the.......North for example to use this card i have to have at lest one character with banner on table and he must be knelt??

2. Measter Wendymyr to save a character i have to be able to use second part of the card or i cant play this card???

1. No.

In order to initiate an effect you must be able to a) meet the play restrictions, b) pay the cost and c) "choose" and targets that must be chosen. The effect can then be initiated. There is nothing in there about the effect having to be initiated successfully . So, using Compelled by the North as an example, in order to initiate the effect, you must be a) in the Challenge phase with it your turn to take an action, b) have the card in your hand to play, and c) well, there is nothing to "choose," so you don't have to worry about c. With those conditions met, the effect resolves. If there happen to be any defending characters, they each get +2 STR until the end of the current challenge. (It would be legal to play this when there are no defending characters, but it would be a waster). Then, if there happen to be Stark characters with Banner attachments, you'd stand them. But again, it is legal to play this even if there are no Stark characters with Banner attachments because the 3 things you need to initiate the effect are met - the effect just doesn't resolve successfully.

2. No.

Similar to #1, but even easier. He says that you may kneel the influence or Learned character to stand the saved character. The word "may" indicates that the second part of the effect is completely optional.

3. Yes, you can attack with a 0-STR character. But you cannot win the challenge unless your total challenge STR is 1 or more when the challenge resolves.

BTW If save by Wendamyr was not successful (canceled), then he cannot use second part (stand that character) of his ability.

But what is considered successful or not in the case of Compelled by the North? If there are no defending characters on table, then we treat this as a failure, correct? (thus no standing for Stark characters with Banner)

There can be some fine lines here, but for the most part, yes. If no character has its STR increased by +2STR, then the effect does not resolve successfully. However, with something like Compelled by the Crown, if there are no other characters (besides the two you choose) to remove, you have still successfully removed the "other" characters that were not chosen from the challenge. The various wordings can make things somewhat subjective in some cases.
