After figuring out the The Weather Hills and having a decent win rate with 2 secrecy decks for 2 players, I thought of a different interesting strategy to try. It definitely requires luck but if one player is using encounter deck manipulation with the various cards available your odds will increase.
Get Both Saruman and any Gandalf in play and try to arrange the encounter deck to unleash "Cold From Angmar" and a damage dealing treachery like "Bitter Wind" or "Ice Storm".
If it works you have "Cold From Angmar" keeping both Gandalf and Saruman in play for the whole game. 2 characters questing for 7 or 9 with "Sword that was Broken" or 11 with that and "Faramir". This also helps with everyone's favorite treachery "Bitter Wind". Less characters questing for high willpower is the perfect counter for "Bitter Wind". These characters also happen to have large HP pools to soak up all the weather treachery damage. A single healer should be able to basically keep you immune to treacheries.
It's not the most reliable strategy but fun to pull off and have your dual wizards stick around. Spirit Glorfindel also benefits from this if you don't draw a Light early. Usually when building decks, I found myself planning around the treacheries or simply hoping I get lucky. This strategy makes the treacheries the cards you actually want to see.
