That Whisper build is pretty standard and other than the Mangler and Bomb, that is a fairly standard Fettigator.
I'd probably drop the Mangler and add Extra Munitions to get a second Proton Bomb. I think you'll get more use out of it and it actually makes the Slave I title useful. That leaves you with 2 points. I'd probably hang on to those points as an initiative bid since initiative will be important for this squad in a lot of match-ups.
If you switched the Proton Bomb to a Conner Net and forgot about the initiative bid you could grab some Ion Pulse Missiles. With two Nets and two IPMs, Fett brings a lot of control to the table.

I ran a list this past weekend
Colzet (23) Title Accuracy Corrector
Maarek Stele (something)
VI(fear of PS 8 Brobots), Ion Pulse missiles (adv homing wasnt out), Title and ATC
and Whisper(standard 44 as above)
did well, losing only due to the fact we played 60 minutes instead of 75... would have Ion Pulsed a 51 point decimator off the board.

my guess is they want to work out a great phantom build .... whats the harm in asking?
In all honesty, people are probably re-examining the Phantom after recovering from its nerf, and discovering that it is still a great ship.

I picked this game up after the Phantom Nerf, Having never known the green pastures of days past I LOVE THE PHANTOM, its in 85% 100% of my lists!
