Starship hardpoints. Other than certain talents, is there a way to add hardpoints to a starship? Any way to convert cargo space to hardpoints? What about duct taping a tripod to the hull for an E-web?

So far as I know, there is no officially sanctioned way to add Hard Points to a ship, at least not within EotE. AoR might have a method that I don’t know off the top of my head, maybe something to do with being a Rigger specialization.
Unofficially, I’ve thought that the Tinkerer talent should be able to be used to add Hard Points to a ship, and not just be restricted to adding Hard Points to a personal-scale weapon. But I don’t think that’s RAW.
Generally speaking, I think this is one of those things that would go in the “Talk to your GM” bucket, and the two of you work out how you want things to function in your Universe.
Also standard weapons are said to be taking up Hard Points, so if your ship is armed you could pull some off to make way for other things. I see this as a case of the ship having limited power output, cooling systems and computers systems. A ship weapon is more than just the actual space the barrel of the gun takes up mounted to the hull.

Aye, this. The hard points are limited for a reason. Some starships are designed with post production customization in mind, giving the owner of the craft the ability to outfit a ship to his or her needs. The best example of this is the YT series of CEC freighters. The tramp freighter market is filled with ship Captain's who need a ship they can modify to suit their work and special needs that arise from it. Customization is desired. When you move up to larger cargo ships that are less likely to be owned by an adventurous young Captain running illegal cargo, but instead a small Corporation moving food stuff or construction materials, there's less need for customization and more need for cargo space and reduced cost.
Starfighters generally have few hard points as they are manufactured for a very specific purpose; space combat superiority or bombing, be it capital ships or ground targets.
There's at least a decent chance that the Technician career book will have some way to add another hardpoint (I doubt it will be more than one) to a ship or vehicle, although that's just speculation on my part. Other than that you're stuck with the printed value.
F&D has the Artisan which has Intuitive Improvements. This is a one shot attempt to add 1 or 2 HP to a device during repairs (it's 2 Force points per HP, Max HP increase of 2, can only be improved once.)

I think that falls in the same boat as the Tinkerer talent — as written, I’m not sure that it is supposed to apply to starship hard points, although I believe that it should.

It says item - but doesn't discount vehicles or give a size limit. A jetpack is technically a Sil 1 vehicle found under gear - can you add a HP or not? If yes, why can you add a HP to it but not a speeder bike?
Edited by tinkerghostA jetpack is not a vehicle. It simply "[...] allows a person to function as a silhouette 1, speed 2, handling 0, System strain Threshold 3 vehicle".
