With fear of the PS8 Brobots in my heart i flew this list (which is why stele has VI) I came in second by a small margin thanks to MOV

If you want uncommon with whisper, consider dropping VI. You can get around it via decoy and someone like vader. Putting decoy on vader will give you ps9 for shooting and the option to take an EPT like outmaneuver. Putting decoy on whisper lets you put vi on vader for ps11 shooting.

Decoy (range 1-2) lets whisper shoot at ps9. Squad Leader (also range 1-2) on vader lets whisper turtle (evade/focus/cloak) if needed or barrel roll to get out of arcs. They're both arc dodgers so keeping in range is easy.

I second treybert's list idea and use of Decoy.

One of my old lists I plan on revisiting with the release of the Raider:

(60) RAC + VI + Emperor + Intel Agent + Engine

(40) Echo + Decoy + Tactician+ FCS + ACD

Echo can shoot at PS10 as necessary to trigger ACD. Intel Agent helps support Echo's decloaks and Palpy provides a degree of defensive guarantee for Echo or an offensive punch depending on the situation.

I've played this list against some buddies a while back (not with emperor) and it was fairly successful. You have to be careful about the predictability of where Echo will end up...you want to decoy more often than not so being within range 2 of RAC is crucial. However, ensure you break away from that mentality from time to time to throw your opponent off, so long as it does not compromise your defense.
