FFG has not indicated that they will but the Stormtrooper pack definitely shows that it is a possibility. If you want those extra cards to use your models (or more models and cards) anytime before 2016 you should probably just bite the bullet and buy another core set.

The Stupid thing is that I would probably pay the cost of the Core set for the stuff I want in individual packs and be happy about it, but hate the idea of having all the extra crap that I will never use...

They probably will in the future. I mean, armada and Xwing both do this. They are probably just staggering the releases, and planning to put them out at an appropriate time. Maybe with an expansion that they fit well with.
