Currently, 18. FR 1 from either a F&D career or one of the universal Force sensitive specs. Then there is a total of 17 ( I think) Force Rating talents in all the various talent trees.
That being said, most of the career books are going to have a spec or two with the Force Rating talent, so the cap is going to grow quickly. Also, though, note that it's going to take a crap ton of XP to get that high. And having a high FR isn't going to do bunk until you have spent even more XP on Force powers and the upgrades.

Nope. You can buy as many as you can afford, but since the cost escalates, it's really a soft cap.

The "3 Specialization Limit" was canned in the early stages of the Edge of the Empire Beta, back in 2012.
None of the Core Rulebooks have a limit of specializations, but instead they simple increase the cost of buying each additional specialization by an incremental 10 XP, as Lorne alluded to.

I came up with 15 - there were a couple of F&D trees that didn't have the Force Rating +1. So assuming my math is right, you can become the most powerful Jedi in the game for 2,665 points (1,290 points just to buy all the trees, another 1,375 to make a bee line straight to Force Rating +1).
Assuming playing one session a week, 20 points a session, it will take you two years and seven months to do so. That is, of course you put every single point earned into your march to Total Force Supremacy, ignoring all other skills and talents along the way.
So, no - there's no cap. Go right ahead!
EDIT - actually you could probably take a week or two off that total if you built a human and dropped all your starting points into Talents.

TO get All 18 specs is 1700XP with cost per spec progression .
TO get each +1 FR talent in all the trees is 1800XP (depending on the tree its either 95 or 100 xp if you simply take the shortest path. i rounded up the average)
So to get all FR and Specs its 3500xp.. NO Skill improvement no superfluous talents...
Awesome Jedi with all 2 green sklls... YEAAAAA!..
So to give you an idea, been playing almost 2 years now, my Players have on average 400-500xp and only two have more than one tier 5 Talent.

Most powerful jedi would be something of a misnomer here would it not? You would be a force sensitive with an extremely strong connection to the force and very little you can actually do with it.. no force powers.. probably some force talents but I don't have a book here to see which ones and what they would allow you to do... so you'd have a big force pool but it would just be sitting there.
Kind of like having a huge trust fund but still being a minor.

There are 15 instances of the Force Rating talent in F&D, but then you add 1 for your starting FR, and and additional 2 for the two universal Force specs in EotE and AoR. 15+1+2=18!

If there are any talents along the way that allow conversion of Force Pips to Success/Advantage on a skill roll then that lack of training would become irrelevant... although i can think of better things to use 2600+ exp for.
I remember reading in edge of the empire or age of rebellion can't remember which exactly a table showing force rating and their relative power from force rating 1= a brand new padawan up to force rating 7=legendary Master like Yoda or darth Sidious. Now it's not a hard and fast rule for a cap on force rating but when you take into consideration the math the previous posts are giving, and again that's with no other purchases except to drive to rising the force rating it seems realistic that this chart would be a good way to track how your character stands up next to Jedi knights and masters.

My remark was more as a joke as well. Mostly pointing out that said force user would absolutely have a ton of force dice for a massive investment in XP yet he'd have very little to do with them. A slightly comedic way of pointing out that if players are actually trying to balance their character's capabilities reaching maximum force rating isn't likely to be much of a concern in most games.

That was in the beta and was pretty quickly dumped. When one considers that training in force powers lets one do a whole lot with 3 or 4 force pips. with 2 force points and training in the base move power and all the strength upgrades you can move freighters. If you buy the hurl control upgrade you can hurl freighters around. with 3 pips and the magnitude upgrades you can hurl multiple freighters. With force rating 3 you can do this fairly reliably. Force rating is just one part of the equation. A force rating of 5 would be pretty badass. since you could commit 2 force die to sense and still have 3 to play with. A force rating of 6 would allow 2 for sense. Another for some aspect of enhance and 3 to throw powers around.
But 2 with a good expenditure in force powers would allow you to do amazing things.
I see your point about what you can do with just two force dice. But also look at the force powers or abilities that require you to commit force dice. You can hurl a freighter but can you do it while bumping your agailty and brawn while committing dice in the misdirect power to increase the difficulty to hit you? That's what I imagine as Yoda/Sidious level power but if it was a beta table that was dropped then it can't be considered an accurate representation. I was just throwing out what I saw. Didn't know it was a beta version that I had downloaded.

That's part of the balancing factor of the game.
If you want to be a Force wizard and focus on using Force powers that require rolling the dice, you generally have to choose to forego using talents and upgrades that require committing your Force dice. And as was noted (though humorously) if a PC spends all their XP simply on buying up their Force Rating, all those Force dice aren't going to do them as much good if they're not also spending XP on purchasing the various upgrades for the Force powers. Move without any upgrades is little more than a cool parlor trick, but with enough upgrades it can be downright devastating in combat. Sense is useful, but not overly so without one or both of the Row 2 Control Upgrades. Foresee without any upgrades is only useful as a means for the GM to provide a bit of foreshadowing, but not much else.
For a great many characters, three Force dice is generally pretty solid in terms of being a capable Force user; you can commit one of those dice (say to Sense's defensive Control Upgrade) and still have two Force dice for other effects, which in many cases is enough to get the Force points needed for all but the craziest effects.
