now lets say i have recon in my hand that says "After you discard this card due to your opponent's card effect, draw 2 cards". If i discard recon to negate financial troubles do i get to draw 2 cards?

no, it won't trigger. You're effectively discarding the card to pay a cost, not due to a card's effect.
