You attack soontir who has 1 hull left, but it does 0 damage. You activate Vader to kill soontir. With gunner you can still choose a second target right?

According to the recent FAQ, this appear to be the case. The gunner attack need not be the same target.

Similarly with Luke Skywalker and IG-88B (though neither has the Vader interaction).
