It hits all ships friendly and enemy. There's no restriction on the card.

So here is a weird scenario that we haven't quite found the answer for. Recently we had a Raider vs Tantive joust where the Tantive was equipped with the Ion Reactor. When used, both sections of the Raider were at range one of the fore section of the Tantive where Ion Reactor was equipped.The link takes you to the time lapse of our lets play. Per how the card reads, each other ship is effected, but does that mean that only one or both sections of the Raider suffers the effect? As damage is managed separately for each section, would each section suffer it's own damage? The same for Ionization. Would both sections be ionized, therefore double ionizing the entire Raider, or only one?

When dealing with stuff that affects all ships in an area, the Raider and Tantive are each considered one ship. The player who controls the effect chooses which section to affect, if it matters. So, for example, if you drop a proton bomb, it only deals one crit to one section, but the player who dropped the bomb gets to choose which section.

Except for armada having other sequences, other firing mechanics, other move-fire order, ability to alternate course...
