Executing Maneuvers During Setup

I heard a player had an issue with another player's setup during a recent tournament.

It was the final Swiss round and the player put his ships down. The opposing player put his 2 ships down, but then proceeded to execute 3 maneuvers back to back with one of the ships. These maneuvers were not on the setup side but into the asteroid area. He then placed the maneuvered ship back into its starting position.

I like to bring the unusual rules scenarios when I can.

Thoughts?

P.S. It was a Regionals or better level event.

So he set up the ship, then did a series of maneuvers with it, to see where it would end up on turn 3?

I can't see how that could possibly be considered legal.

Yeah that's unacceptable rules clearly say eye ball measuring only.

Question then is what's the TO to do its not bad enough to earn a dq, force the offender to redeploy and choose another move would be my solution.

If I were the TO. I'd make him deploy some other place on the board, and pick a different maneuver for the first turn.

I would allow the non-infraction player to reset all the asteroids.
