Short answer: yes.

Medium answer: Something isn't an action unless it uses the "Action:" header or directs you to take a free action. Free actions can be taken alongside regular actions as long as you aren't stressed; action header actions can't.

Long answer: This may just be imprecise wording, but in your example it looks like you might be confusing "take a focus action", which is how you get an [eye] token, and "spending an [eye] token to convert all [eye] results to [zig]/[boom] results", which is not an action. If you have an [eye] token and two [eye] results, you don't need Luke's ability to convert them both. But Luke's ability can help you on a subsequent attack if you have already spent your token.
