Does Tactician trigger out of any firing arc or does it only trigger on the section where it’s equipped on? Similarly, does Rebel Captive trigger on both sections or only on the section where it’s equipped on?

Rebel Captive should trigger any time someone targets the Ship. Both sections make up one ship, so it doesn't matter where the captive is, or what part is targeted.

Tactician would be the same I think. Any time you shoot a ship that's in your arc at range 2 it would trigger. The card doesn't mention primary arc anywhere.
