The Lucasfilm license agreements for Tabletop and miniature games, and Electronic Games hasn't been updated since the Delorean was still in showrooms. As a result, using the archaic sanskrit of 80's legalese, a PDF of an RPG book is considered an "Electronic Game" and falls under the video game license, not the RPG license. So no legal PDFs of anything except the odd "promotional item."
