The will of the empire campaign question

So I've been playing the campaign that comes with the raider and have hit a snag - mission R2: Ion Tempest has the following victory conditions:

Rebels need to cripple a section of the raider

Imperials need to capture 2 rebel ships, or all non-ionized rebel ships have fled

Draw condition is only 1 rebel ship being captured and all others destroyed

Problem is that at the end of our game none of those victory conditions have been met so we are unsure which mission to move onto next. Imperials killed all rebels and didn't capture anyone, no rebels fled.

Thoughts on this conundrum are welcome.

Treat it as the Imperial Victory, but don't gain any bonuses for ionizing/capturing Rebel ships. After all, you can't get intel from dead people.

I am inclined to count it as an imperial victory as fluff wise it was an imperial ambush on a rebel group, and other than not capturing any for Intel they were wiped out...

Pretty sure it's just sloppy wording on the draw condition and should be "if fewer than 2 rebels are captured and the rest wiped out it is a draw" or something to that effect. It is pretty clear that the imperial goal is to capture 2 rebels, if they can't do that and the rebels can't cripple the raider it is a draw.

If all non-ionized rebel ships have fled, and fleeing the battlefield generally counts as being destroyed, you can probably count destroyed rebels as effectively having fled. Since it's an either/or condition for victory, and there were no non-ionized rebel ships remaining on the field, I'd call it an imperial win.

But then you wouldn't have a Rebellion Captive of course.

Draw would be the most logical step.
