Yep, I have actually gone there
For those unfamiliar, here she is:

R: After you play a card, discard 1 control X card from your card pool. X equals the played card's control rating minus 1.
E: Your attack played as a Reversal gets +X damage. X equals the block modifier your block used to block the attack you reversed. Only playable if you completely blocked the attack.
I basically swore myself to finding a way to make her work the day I picked it up as a local prize, so... yeah... -.-' Well, after an awful lot of time just kinda staring at her trying to figure out how on earth one does anything pointful with those abilities, I found a small beacon of light: an unassuming foundation called Irrevocably Changed. A card that likes both pool clearing and reverals? Looks like I was going void. Here's the list:

I'd like a 4th PtW so I could go +1 that and -1 maybe Sp. Center, but this'll work for an initial build. Stamps could become Divine Folly's or Charlie's Fierce Punches if they don't work out too well.
To state the obvious, it's a reversal deck at its core, with a discard sub-theme. It has 11 +3 blocks as well as some +2s I usually want to play, which feeds Felicia's E: nicely. Light on One's Feet and Rapid Ares help make sure they block fully and succeed. Angel seemed like an obvious choice given how I plan on blocking alot, readying stuff both for abilities and to help pass them reversals.
So far as her R: -- Forsaken can discard Choke or Axe, those two can discard Stamp, and with Irrevocably Changed on the table I can pick up any one of those cards once they're cleared. Including when they're played as blocks, at which point I can ready IC with Angel later on in the turn and do it again. Shadow Acrobatics clears a previous attack, or a Punish the Weak, as well as potentially the current attack and giving back a card. Or I can just generally play some attack and clear it with my lead foundation to make the rest of my spam that turn a bit easier.
Of course, this isn't going to place in any majors, but considering the character... well, I'm quite satisfied just finding a way to use both her strange abilities in a relevant manner. Plus the fact that it somehow isn't a
complete
jankheap - there's some real play here; all kinds of antics. I'll have to see if I can actually win a few games with this thing
