Jedi hand wave, "pay no attention to the point cost of this idea..." Can you gunner both attacks?

Most likely no.

If you use Gunner/Luke after the first attack with Cluster missiles you can't make the second attack with it. I'd assume the same would apply here.

From the FAQ:

"When Gunner is used to perform a primary weapon attack, any additional attacks (such as from Cluster Missiles) are forfeited."

With the words "such as" I think this clarification is the same for TLT.

The wording on the card seems clear enough.

After you perform an attack that does not hit, you may immediately perform a primary weapon attack. You cannot perform another attack this round.

So you can use gunner if the first TLT attack misses - or of the first one hits but the second misses - but not on both - as soon as you activate Gunner that's it for further attacks.
