Tournament rules apply to all tournaments. Local store has no reason not to allow it. No decent TO would say no to allowing a product that is on the shelves.

Well yes and no.

If you go to a tournament you would expect it to follow the standard rules, regardless of if it's a official event or not.

But that's not always going to be true. Ideally the TO will let everyone know what changes have been made but they do not have to follow the tournament rules if they don't want to.

They could for example have a Wave 1 only tournament, or a no-large-ships tournament. or even a Tie Fighter only tournament for that matter. If it's not a officially sanctioned event such as a store championship, the rules are actually up to the TO to decide.

If you don't like the rules the TO is using you can chose to not take part, and if enough people do that then there's not a tournament happening.
