The Emperor is not the most expensive upgrade so far. The GR-75's Combat Retrofit costs 10. The Punishing One title in Wave 8 will cost 12.

It is 3 as per the epic rules that were updated a week or so ago to include the Raider.

As I said on another topic, fan photos always look better than FFG's. This video, especially when you held the Raider and turned it around and over, revealed that it is a cool model.
I retract all previous statements of how I disliked it and will now add it to my "cool I want it" list.
