I think I'd give the Lambdas the Engine Upgrades before giving them the HLC.

I'd rather have 3 attack dice that I can bring to bear, than to have 4 that never get to shoot.

I can only support this opinion. I have been flying two lambdas pas few games and sometimes it is pain in the *** to manuevre them.

Also, the Buzzsaw combo (Gunner + FCS) might be more effective on the shuttles than HLCs, and can more easily curve out, as you have those slots left open.
