With Rhymer each and every squadron can dish out serious punding to ships so problem of 100 wasted points is gone. VSD - carrier. And Im wondering about cutting some ties and upgrade glad to second VSD. But i want as much fighter protection to rhymer as possible.

Why need the extra squadron commands? You could Park Rhymer and use his range to giver everything medium range against ships. Save yourself some points there.

I think Screed belongs on the VSD as well. More survivable
