I would also like to note that I did in fact post what the response from FFG was about this.

This is supposed to be the top level event of the year, and three are no other big events between now and then, so for those competitive players all goals are set to Worlds, and people want to get as much practice as possible. That way the World Championships feature the best games that we can give it.
If Wave 2 is expected to be released close enough to November that it may or may not make it in time, they should just declare that the event is Wave 1 only, and that Wave 2 is not legal for tournaments until afterward, whether it gets released before or not.
On the other hand, if wave 2 is expected confidently in the next two months, it's about time to roll out the previews.

It would be as if PP released a new book and models the week before Warmachine Weekend with no spoilers and the con said it was legal at the tourney.
You mean Privateer Press that has in the past pre-released models, with no spoilers, at Gencon and allowed those models to be used in any of the Gencon events?
