How exactly is Sensor Jammer used? Specifically, is it used before or after someone focuses their roll to hits? I'm assuming it is used after someone attacks and modifies their dice. Is this correct?

It happens before the attacker modifies their dice. When the attacker rolls, the defender does their modifications first (Sensor Jammer, Elusiveness, etc.), then the attacker does their own modifications.

If you have a Sensor Jammer and they have a Focus Token there isn't much you can do except make sure they spend that token if they want to get any hit results.

If it were used AFTER they already did the modifications why not just have it turn the result into a Blank instead of an Eye? I mean if they've already spent the Focus to change the eyes you either accept that the new eye should instantly be changed too or just wonder why not negate the die as they couldn't change it again.
