Question on satellite targeting

This might be covered somewhere in the app rules saying that threat can never be lower than 1.

When we were playing today our question was can threat be lowered to 0 with Satellite targeting.

Obviously this would be great, you could guarantee no failures on up to 2 rolls per turn: Of course you'd have to use it initially before any rolls.
But it is a 3-cost tech, and takes satellites to use - so the payoff should be high.

If not for this, it doesn't seem that useful. You can drop the threat back down to 1 from 2, but we've all rolled plenty of ones so there's not even a guaranteed payoff for using that satellite.

Anyway, appreciate some feedback.

Threat can never be lower than 1. Every roll carries a risk of failure, that's simply a conceit of the game.

A: No. Threat cannot be reduced below 1.

A later FAQ entry notes that you can use Satellite Targeting between increasing the threat for a Chryssalid and actually rolling against it.
