Dengar and Punishment

Dengar seems like a really good character for controlling and limiting the effectiveness of enemy figures.

They way I read his Punishment ability it seems that if he is lucky enough to roll 2 un-cancelled surges (possibly with the help of his Contempt ability) he can inflict multiple harmful conditions on a figure.

Has anyone else considered how powerful this could be?

I know he won't always push damage through since his output will be somewhat low.

I forsee lots of figures keeping weakness on because they will be forced to use both actions to unstun and then stop bleeding. The 'Regroup' command cards are going to be highly popular.

Weaken goes away at the end of the round, it doesn't need to (and can't) be removed via an action.

I'm sure I read her can only apply one condition per activation or figure?

Scratch that, it actually says it can be applied multiple times in the same attack!
