I think it sounds like a good upgrade, paired with SPA if you happen to fail you cloak, choose to decloak, then still get your evade for the round since it all happens at once you could choose to wait until after you roll and if you succeed then just take the evade, if you fail decloak into a position where you can either not get shot or get into a farther range and take your evade!!
