Does it trigger when the maneuver template overlaps the ship, or when the ships bump? Do anti pursuit lasers work the same way?

"Overlap" when contacting a ship and "overlap" when contacting an obstacle are two different things.

Maneuver templates DO NOT, unless specified, overlap ships.

Final ship position determines if overlap is yes/no.

It says after an enemy ship executes a maneuver that causes it to overlap your ship. That's rules speak for what we casually call "bumping," which doesn't care about the template. And yes, I believe Anti-Pursuit Lasers work the same way.

Though I will say to the ninja that overlap means the same thing whether we're talking about obstacles or ships. The difference is that obstacles have rules about what happens when a maneuver template overlaps them, and ships don't.

But just like Anti-Pursuit Lasers it requires your opponent to mess up or for you to outfly them often to gain advantage. If you are doing one or both of those thing then you are winning already unless the dice hate you.
